Council parking is set for a shake up as new regulations are coming in to make the enforcement clearer and easier for motorists to appeal.
The outline of the regulations states that parking fines should not be used as an extra source of revenue or that there should not be targets set for tickets issued. Also officers should be encouraged to use their own discretion when issuing tickets.
Publishing enforcement policies and charge levels, with tickets also having to show clear details of appeals procedures, in a bid for greater transparency of the parking enforcement system.
More training and resources will be required by councils for front line and backroom staff to deliver a fair and consistently professional service to the public.
The Department for Transport hope that the new regulations will lead to an increase in public confidence in the parking system and to make it more vehicle user friendly.
