New road safety proposals will aim to address the problem of non-uk drivers and haulers who break the rules.
Drivers from outside the UK will not escape punishment under the new law. Police and examiners from the vehicle operator and services agency (VOSA) will have the power to collect on the spot fines from anyone who does not reside in the United Kingdom. Non UK drivers will also receive a fixed penalty points for endorsable offences so this will insure safer driving and roads for the UK.
Next year all drivers without satisfactory UK address who commits offences will be forced to pay a financial penalty deposit equal to the amount of the fixed penalty of up to £300 as security for a potential court fine.

To ensure all vehicles are roadworthy, drivers comply with UK road traffic law and commercial vehicle drivers do not break drivers hours rules or run overloaded vehicle.
